You cannot buy stock before an IPO. The IPO is when the stock is first offered for sale to the public.
The best that you can do is to participate in the IPO so that you can purchase it at the offer price. However, the demand for a new offering is sometimes more than the supply. When this happens, brokers sometimes allow only high net worth customers or frequent traders first chance at the shares.
Call your broker to determine their requirements for IPO participation.

I have never bought ADR's but they allow you to buy a foreign stock on the NASDAQ or NYSE if offered. I also would love to buy ALiababa stocks and from what I read in the wsj , there will be a global share offering starting Monday It doesn't say if it will be Oct 15 . I wonder if anybody knows about these types of trades and if they are available at the beginning of the Ipo's start or only later when the price is thru the roof. which is kind of typical for china Ipo's lately

You cannot buy before the IPO. You must be the underwriter or someone who made a special deal with the company, like China with Blackstone and Yahoo with Alibaba.

when we "common, normal" people will be allowed to buy the BABA, it could be well above $60-66 of IPO, therefore one must take a chance and buy the stocks; I'm sure it will go to $100+++ in a short time..
